Parameter files should be small, readable, and tied to a clear scenario.

Outline

1. Prefer scenario-specific YAML files.
2. Keep default profiles stable.
3. Document changed parameters.
4. Avoid mixing hardware bringup and navigation tuning in one file.
5. Record tuning results with robot, map, planner, and date.
